Passport Renewals and Extensions for Children Under Age 14

Public Law 106-113 went into effect on July 2, 2001, and applies to children under age 14. The new law addresses concerns about international parental child abduction. Under the new law, in most cases, both parents must be present with their minor child when the child’s passport is first issued, renewed or extended. Parents must present official photo identification for themselves and their child, and their child’s original birth certificate or a Consular Report of Birth Abroad when a passport is issued for the first time or a photocopy of either document when a passport is renewed or extended.

Parents with sole custody of their children must submit the original court decree granting them sole custody. For further information, please call the American Citizen Services Unit at 797-2301.

DS-3053: Statement of Consent - Issuance of a Passport to a Minor Under Age 14

This form should be submitted, along with the DS-11 Application for Passport, for minors under age 14 as evidence of parental permission if:

  • You are a parent or guardian who cannot be present when your child applies for his or her passport and you are consenting to passport issuance for your child, or
  • You are an applying parent or guardian and the written consent of the parent or guardian who is not present cannot be obtained.
